The answer is pretty simple and Fleetwood himself has explained the decision.

It is all about hitting the ball accurately and having a highly repeatable and zeroed-in swing.

Fleetwood has found that he doesn’t lose much distance with this style and gets accurate shots from all over the course.

The professionals frequently use a three-quarter golf shot when you watch professional golf competitions.

(At this point, they follow through three quarters of the way and swing approximately three quarters of the way on their back swing.)

This is primarily evident when attacking the green with their second or third shot.
